<p ><span style="font-family: 宋体;">　技术分系统是指完成工作任务所需的知识和技能体系，凡是组织中工具性的因素，都属于这个分系统，包括在将投入转换为产出时所运用的各种技术。它取决于组织任务的要求，而且随着组织活动的特殊性而变化。可以说，技术分系统是一个组织有别于其他组织最鲜明的标志。制造汽车的技术和炼油厂的技术就大不相同。同样，医院的任务要求和大学的任务要求也大不相同。总的来说，技术分系统的形式是由实现组织目标所需的各种专业化知识和技能、机械设备的类型以及设施的布局所规定的。</span></p>

<p ><span lang="EN-US"><span style="">&nbsp;&nbsp;&nbsp; </span></span><span style="font-family: 宋体;">目标和价值分系统</span></p>

<p ><span style="font-family: 宋体;">　　对于组织目标应该具备什么功能这个问题，卡斯特提出，一个组织的目标影响着它与环境超系统以及其他子系统之间的相互作用。组织达到目标的努力影响着它从较广的社会环境中接受资源投入的能力，从而使它的生存正当化和合理化。目标可以把参与者的注意力都集中到与组织有关的行动上，为组织成员提供衡量成功的标准。目标还有助于决定企业运营所需的技术，并且为组织活动的专业分工、权威形式、信息沟通、决策网络以及其他结构关系奠定基础。总而言之，组织目标的性质影响着组织的本质特征。</span></p>

<p ><span style="font-family: 宋体;">　　卡斯特对于组织目标的研究，主要是集中于三个方面：①环境方面—社会对组织的各种限制；②组织方面—作为一个系统的组织目标；③个人方面—组织参与者的目标。</span></p>

<p ><span style="font-family: 宋体;">　　卡斯特借用汤普森</span><span lang="EN-US">(J.
D. Thompson)</span><span style="font-family: 宋体;">和麦克尤恩</span><span lang="EN-US">(W. J.
McEwan)</span><span style="font-family: 宋体;">的观点来表明他的立场：环境对组织目标制定的影响具有以下四种方式。①竞争。比如，公司组织为原料来源、劳动力的投入和顾客而竞争；政府机构为税金而竞争；大学为学生和教职员而竞争；医院则为病人而竞争等。②磋商。通俗地讲，就是集体讨价还价。比如，</span><span lang="EN-US"><a href="http://www.manaren.com/"><span style="font-family: 宋体;" lang="EN-US"><span lang="EN-US">管理者</span></span></a></span><span style="font-family: 宋体;">和工会谈判的事情司空见惯。在讨价还价的时候，每一方必须把自己的目标降低以迎合对方的需要。资方竭尽所能想把劳动费用压到最低，而工会却要使雇员挣到尽可能多的钱。③合作。合作可以看成是为了吸收新成分到组织的领导或</span><span lang="EN-US"><a href="http://book.manaren.com/book/list.php?id=14"><span style="font-family: 宋体;" lang="EN-US"><span lang="EN-US">决策<span lang="EN-US">学</span></span></span></a></span><span style="font-family: 宋体;">机构中，以对付来自外部的威胁。我们经常看到的工商业组织的董事会中有银行或其他财政金融部门的代表、医生是医院的理事会成员等现象，就是成功运用合作方式的典型写照。④联盟。联盟是指两个或两个以上的组织为达到共同目标的联合。这种方式可以看作是环境对目标限定的极限。</span></p>

<p ><span style="font-family: 宋体;">　　谈到组织的系统目标，卡斯特认为，它和组织作为独特实体所寻求的目的和所需要的条件有关。比如自身的生存、经营的稳定、投资的回报率、组织的发展、参与者的满意度、行业地位的提高、技术的领先和革新等，都是组织的系统目标。</span></p>

<p ><span style="font-family: 宋体;">　　关于组织参与者的目标，卡斯特认为，个人参与者目标和组织目标经常是既一致又矛盾的。组织目标必须满足参与者一定程度的需要，使他们对组织做出贡献。在这里，卡斯特提出一个重要的概念：互惠，个人和组织之间的互惠。个人和组织之间存在着一种心理上的契约，它可以帮助完成各自的目标。当这种心理契约破裂时，会对组织带来严重影响。比如，当宇航工业受挫时，航天组织解雇了许多长期雇员，包括</span><span lang="EN-US"><a href="http://www.manaren.com/"><span style="font-family: 宋体;" lang="EN-US"><span lang="EN-US">管理人员</span></span></a></span><span style="font-family: 宋体;">和专业人员。这种雇员对他们自己的组织已经具有了高度的忠诚和感情，解雇无论是从心理上还是从经济上都会给他们带来灾难性的后果。因此，个人和组织的互惠契约越坚固，一旦这种关系破裂时，个人所面临的问题就越严重。最后，卡斯特也坦率地承认，从某种意义上说，期望个人与组织目标之间的完全一致和最理想的吻合是不现实的。</span></p>
